Why does a hat need negative ease at all?
Knit and crochet fabric stretches. Without negative ease, a hat sized to the exact head circumference will feel loose and may slip. Roughly 10% smaller than the actual measurement lets the stretch do the work of holding it snug.
How do I measure head circumference accurately?
Wrap a soft tape measure around the head at the widest point, roughly an inch above the eyebrows and ears, keeping the tape snug but not tight.
Should I use more or less negative ease for a slouchy hat?
Less - a slouchy or beanie-style hat that isn't meant to sit snugly against the head can use 0-5% negative ease instead of the standard 10%.
Why round to the nearest multiple of 4?
Most ribbed brims (like k2, p2) require a stitch count divisible by 4 (or by the rib repeat) to come out even all the way around without an awkward partial repeat.
